Though king Louis XVI had given in to the third rank, he hadn't given up. At the urge of the clique at the royal court, popularly called "the Austrian committee", because queen Marie Antoinette came from Austria and led this group, king Louis XVI fired on July 11, 1789, minister Jacques Necker. Necker had constantly urged the king to give in to the citizens.

The news of the dismissal of Necker, arrived in Paris on July 12, 1789, and made the Parisians even more angry than they already were. Because the king had recently ordered the encampment of Swiss and German mercenaries around Paris. He didn't trust his own soldiers anymore.

In the streets, Parisians listened to public speakers: "At arms, at arms! The Swiss battalions are coming to kill the Parisian people... Friends, we need a symbol... Cockades, green cockades, the color of hope."

Leaves were picked from the trees and green ribbons were taken from the shops to make the cockades. Weapons and gunpowder were snatched. The tollbooths with the barriers around the city were set on fire. At these booths, duties were collected on all goods brought into the city. Also on corn, already expensive due to the poor harvest of 1789.
